In addition to ordinances regarding the widening of streets and the repair of pavements, the Assembly passed a pet law, requiring that “dogs wear both a metal or leather collar engraved with the owner’s name and address and ‘a substantial, safe, wire-basket muzzle, enclosing the whole mouth” (Katherine Grier).
